I would say that force increases on this path...presence, compliance, melee, stun, taze, fire to disarm/injure, fire to incapacitate, fire to neautralize.
Your presence alone causes the reactions of run ,cover, attack, cower, plead, threaten, etc. These actions dictate where you enter the use of force spectrum. Issuing compliance may be all you need to get resolution and should be your first option in nearly all cases except when an armed suspect takes aim or attempts to take cover for the assumed purpose of firing at you from concealment or cover. Your options are dictated by the situation, the number and condition of threats, your distance to threats, available cover/concealment,and your available equipment.

For example, a short range armed suspect may be within melee range, which is the practical option if you're the only operator in your area of responsibility. A failed melee may be followed up by a more lethal round since you are your own coverage.

If this doesn't gain compliance, and the suspect is still under the effect of your melee or shot, and you are so equipped, you may de-escalate to stun or pepper. If the suspect is more hard core, you may need to have them ride the lightening or apply one or two contact shots or short range volleys, and ultimately, you may be forced to incapacitate or neutralize.

Understand that you are continuously sliding up and down the spectrum.
